 Timothy W. Carnahan, CEO, President, and Founder

Mr. Timothy W. Carnahan grew up in Washington, DC, and started his first business running a construction company to pay for his college tuition at Old Dominion University. In college Mr. Carnahan enjoyed athletics and competed in triathlons while concentrating his studies on information technology and business. He returned to Washington, DC and worked at the U.S. Senate with an elite group of five engineers responsible for every DC and State office of the Senate. Mr. Carnahan began building strong relationships with the government leadership and recognized the shortcomings in contractor quality of service and management practices. This led Mr. Carnahan to launch his own IT business, which gained immediate accolades for its computer service and support for the Chief of Staff of the U.S. Army.

Over the last eleven years, CYIOS Corporation has been known for its high quality of service and solutions delivered to the US Department of Defense. Mr. Carnahan was the pioneering voice and leader in the development of the first worldwide Army portal, which later became Army Knowledge Online (AKO), the largest military Intranet in the world with over 1.8 million users. Mr. Carnahan has automated the business processes of CYIOS to ensure a lean competitive business with a focus on best practices and quality management. He believes in leading by example, taking a hands-on approach to showing customers what can be done with technology. His positive energy, enthusiasm, and competitive spirit are infectious among the staff, who believe in CYIOS’ vision to be known as the best certified engineers building network solutions through knowledge transfer, imagination and trust.  

Mr. Carnahan earned a Bachelor of Science degree in Computer Science from Old Dominion University in 1989.

 Jodie Buckler, Finance Manager

Ms Buckler has over six years experience in the field of government contract finance.  She is responsible for the the management of contracts related to maintenance, funding and invoicing. She has successfully completed DCAA and SEC audits. Ms. Buckler also interfaces with CYIOS program managers to ensure financial contractual requirements are met.  She reports directly to the CEO and advises him on financial, resource, and business planning. She is the controller of all financial activities – billing, expenses and tax compliance.  Additionally, Ms. Buckler works directly with the CPA in order to comply with the SEC reporting requirements – 10K, 10Q and (ESOP) employee stock option plan, as well as tax preparation.  Ms. Bucker maintains all aspects of payroll for CYIOS employees and consultants.

Prior to CYIOS, Ms. Buckler was the finance and office Manager for several firms in the D.C metropolitan region.  She was responsible for payroll, invoicing, receivables, payables, quarterly finance and operations reporting, as well as the day to day operations of the offices.

Ms. Buckler earned a B.A. in Psychology from St. Mary's College of Maryland in 1997 and is currently working on her M.B.A. in Accounting.

 Susan Schaffer, Human Resources Manager

Ms. Schaffer works directly with the CEO, operations, and program managers to ensure all contracts are fully staffed. Additionally, Ms. Schaffer leads all staffing for proposal development and task order bids to ensure staff are available for work on new contract awards. She has transferred her wealth of knowledge of government policy and procedures into CYIOS’ employee manual to enhance and comply with ever-changing regulations. Ms. Schaffer is the administrator for our defense security clearance program and assists with our (ESOP) employee stock option plan.

Ms. Schaffer has over 22 years of management, accounting, and human resource management experience, finishing her career as a Postmaster for the United States Postal Service.

 Scott DiStefano, PMP, Program Manager

Mr. DiStefano has worked for CYIOS Corporation since 2001 and has supported the company in many capacities including software development, knowledge management, contracts, proposals, marketing, sales, core company leadership, and most recently, Program Management. Mr. DiStefano currently serves as a Program Manager on DoD contracts & supports CYIOS' Information Technology services and its product, CYIPRO.  Mr. DiStefano is proficient with Microsoft technologies, and specializes in Project Management Institute (PMI) and Agile management of software development programs and projects. He also has significant experience leading the migration of legacy applications to SOA capable .NET systems.

Prior to CYIOS, Mr. DiStefano worked as a web application developer for several firms in the greater Washington DC and Baltimore areas; working in the industries manufacturing, finance, securities, staffing and marketing.  Prior to that, Mr. DiStefano was a math and computer science educator for Prince George's County Public Schools.

Mr. DiStefano earned a B.S. in Secondary Mathematics Education from Kutztown University of Pennsylvania in 1993. Mr. DiStefano earned the Project Management Professional (PMP) certification in June 2008. He is currently enrolled in the M.B.A. program through the American Military University. 

 Bryan Zissel, Program Manager

Mr. Zissel serves as program manager and senior systems engineer in support of the Headquarters, Department of the Army. Mr. Zissel is the lead architect responsible for deploying and managing remote access systems and thin client solutions. Mr Zissel is a certified Microsoft professional, Citrix administrator and is proficient at managing his projects utilizing the ITIL framework. Prior to joining the CYIOS team, while working at the United States Department of State, Mr. Zissel was responsible for the architecture and deployment of the Citrix and thin client solutions that support the mission of US Embassies around the world, as well as designing and configuring secured, remote access enabled laptops for use by Diplomatic Security agents on overseas assignments. Mr. Zissel has a vast knowledge of federal contracting and brings a wealth of knowledge to the CYIOS team. Mr Zissel earned his Associate of Arts degree from Valley Forge Military College and his Bachelor of Arts degree from Virginia Polytechnic and State University.

 David G. Moore, Jr., Lead Software Architect

Mr. Moore is the Lead Software Architect in support of the U.S. Army Office of Senior Leader Development.  He holds a Master of Science degree in Computer Science from Nova Southeastern University.  Mr. Moore has experience in creating and using Service-Oriented Architectures (SOA), eXtensible Markup Language (XML) technologies and web services, information systems analysis and design, database systems technologies, and the Microsoft .NET family of products and languages.  He continues to investigate emerging technologies to evaluate their usefulness to CYIOS' customers.

He is also an instructor for Anne Arundel Community College (AACC) and the University of Phoenix (UPX) in the fields of computer science and business information systems.  His organizational affiliations include the Association for Computing Machinery (ACM), Institute of Electrical and Electronics Engineers (IEEE), Project Management Institute (PMI), Boy Scouts of America, and Maryland Mensa.

Mr. Moore is pursuing his PhD in computer science at Nova Southeastern University and advanced to doctoral candidacy in August 2009.  He hopes to complete his dissertation within two years.
